Congress ends military use and
authorizes $400 million to clear
unexploded ordnance.
The Kahoolawe Island Reserve
Commission (KIRC) is created to
plan the future of the island.



1994 -
The island is signed over to the
people of Hawaii.


1995–1996
A future use plan for the island,
commissioned by the KIRC, is
completed and cleanup begins.
